LeMond calls on cycling leaders to resign

GENEVA (AP) ? Three-time Tour de France winner Greg LeMond has urged the leaders of cycling's governing body to resign in the wake of the Lance Armstrong doping affair, calling them "the corrupt part of the sport."

LeMond posted an open letter on his Facebook page Wednesday night that asked those who care about cycling to join him in telling International Cycling Union President Pat McQuaid and honorary president Hein Verbruggen to step down.

LeMond's letter came after the UCI stripped Armstrong of his seven Tour de France titles and banned him for life on Monday for his involvement in what a U.S. Anti-Doping Agency report described as a massive doping program.

Verbruggen led world cycling from 1991-2005, the era when Armstrong won his titles, and retains a seat on the UCI management board. He is still perceived in the sport as a mentor to McQuaid, who succeeded him.

LeMond, the Tour winner in 1986, '89 and '90, said the problem for cycling is not drugs but corruption.

The only American remaining on the 99-year Tour list of champions told McQuaid: "Pat in my opinion you and Hein are the corrupt part of the sport."

McQuaid, an Irishman whose second term as UCI president expires in September, said Monday he had no intention of resigning over the systematic drug scandals that have ruined the sport's credibility.

"I believe that there are many, maybe most that work at the UCI that are dedicated to cycling, they do it out of the love of the sport, but you and your buddy Hein have destroyed the sport," LeMond said.

"You know ... well what has been going on in cycling, and if you want to deny it, then even more reasons why those who love cycling need to demand that you resign."

Verbruggen declined to respond to LeMond's comments when contacted by The Associated Press.

LeMond won support from Pedro Delgado, the 1988 Tour winner, who used his Twitter account to post a headline that said corruption was a bigger problem for cycling than drugs.

"Totally agree with my ex-rival Lemond," Delgado wrote.

The UCI and its leaders have reacted to previous corruption accusations by filing defamation suits against Floyd Landis, who was stripped of the 2006 Tour title for doping and was a key witness in the USADA case, and Paul Kimmage, an Irish journalist and Tour rider in LeMond's era.

McQuaid has refused to back down from suing Kimmage over accusations that cycling's leaders protected Armstrong. The case is scheduled to be heard on Dec. 12 in Vevey, Switzerland.

"This is about a journalist who accused me, and my predecessor and the UCI of being corrupt. It's a straightforward defamation case," McQuaid said Monday at a news conference called to confirm sanctions against Armstrong.

McQuaid, Verbruggen and the UCI announced this month they had won a similar defamation case against Landis ? and damages of $10,667 each ? after the former Armstrong teammate made similar allegations. Landis was not served with papers in the case and it is unclear if the judgment carries any weight outside Switzerland.

LeMond is backing Kimmage's legal battle, which has become a lightning rod of cycling fans' anger at how the sport's image is being shattered. A defense fund created by two cycling websites has raised more than $73,000 to pay Kimmage's legal fees.

"I would encourage anyone that loves cycling to donate and support Paul in his fight against Pat and Hein and the UCI," LeMond wrote. "I donated money for Paul's defense, and I am willing to donate a lot more, but I would like to use it to lobby for dramatic change in cycling.

"The sport does not need Pat McQuaid or Hein Verbruggen."

No Comments - Mental Health Association of Portland

David Corey

For 13 years, the city of Portland has awarded a Lake Oswego man a contract to conduct psychological exams of prospective Portland police hires and to gauge whether officers who have been involved in shootings and other major events are fit to return to duty.

With little or no discussion, the City Council has granted or extended psychologist David M. Corey?s contract nine times and paid him close to half a million dollars.

The city sought competitive bids for the contract three times: in 1999, when Corey was first picked to develop and conduct psychological tests; in 2003 when the contract was extended; and this year, after a decade of contract extensions with no bids sought.

When the city did open the contract to competitive bidding this year, it was riddled with controversy.

While Corey is highly regarded nationally and there?s been no specific problems cited with Corey?s work, members of the city?s minority communities say they object to his ?monopoly? on the police bureau contract. They argue Corey has failed to weed out some officers with a propensity for violence, pointing to last month?s U.S. Department of Justice finding that Portland police use excessive force against people with mental illness.

Mayor Sam Adams, the police commissioner, recently backed away from awarding a new five-year contract to Corey. He acknowledged the city could have done more to draw a broader pool of bidders.

?I think the criticism was fair,? the mayor said, adding, ?The fact that the contract has been with one person for so long is worth reviewing.

Critics have urged the city to find psychologists from diverse backgrounds.

?The city is only getting this one white guy from Lake Oswego?s point of view,? said Dan Handelman of Portland Copwatch.

Corey, president of the American Board of Police & Public Safety Psychology, said the concerns are not off base. The community?s call for a multi-cultural group of psychologists to help determine police candidates? suitability for the job ?warrants serious consideration? by the city, he said.

?How the Portland Police Bureau selects its police officers should reflect the needs and interests of the broader community,? Corey wrote in an e-mail to The Oregonian.

?We look forward to reviewing the city?s new specifications for the services and to preparing a responsive proposal.?

Corey added, ?My firm has had no role in determining the frequency of these competitive bids over the past 13 years.?

???

In 1999, the bureau for the first time sought a psychologist to develop and conduct evaluations for police candidates and fitness-for-duty evaluations of sworn officers when there?s a concern about their ability to perform their job. Three psychologists submitted bids, and Corey?s was lowest. His rate then: $325 per applicant; $150 per hour for fitness-for-duty tests.

A police captain, a lieutenant, an acting sergeant, and a police human resources analyst were on the selection committee. The city wanted a vendor to assess police candidates? emotional control, sensitivity, moral-ethical behavior, and ?ability to appropriately employ force under extreme stress.?

In subsequent years, the City Council voted eight times to extend Corey?s contract. Often, police bureau officials told council members that an emergency existed, allowing the city to bypass competitive bidding. The emergency, the bureau said, was that officer recruitment and fitness-for-duty evaluations needed to continue ?without disruption.?

In July 2009, the city also awarded Corey a $150,000 five-year contract to conduct psychological exams on prospective emergency dispatchers, without seeking competitive bids. The Bureau of Emergency Communications cited an exemption from city procurement rules that allows no-bid contracting when determining ?any prospective or current City employee?s ability to work or return to work.?

Most recently, on Feb. 2, Police Chief Mike Reese tried to extend Corey?s contract with the police bureau through March. Reese told the council no public involvement was sought ?because it pertains to internal city government services provided by Dr. Corey,? as approved by a 2004 contract.

Sean Murray, the police bureau?s personnel manager, defended Corey?s work. ?The bureau has been pleased with Dr. Corey?s service,? Murray said. ?Dr. Corey?s process has not had any adverse impact on protected-status groups.?

???

According to Corey, his psychological exams disqualify 32.2 percent of Portland police candidates. Candidates of color are not at a disadvantage, Corey told a community group in 2010. His data showed some disparities for Native American candidates, but Corey said last week the current pass rate for the Native American applicants shows no ?significant disparity.?

He said the?pre-employment psychological evaluation for police applicants consists of a lengthy series of questions. The pre-offer phase consists of 614 questions. A post-offer evaluation consists of 992 questions. There is also a face-to-face interview as a part of the psychological evaluation.

Community activists became concerned about police psychological exams after a Portland police officer?s controversial 2010 shooting of an unarmed black man. Leaders of the Albina Ministerial Alliance and Portland Copwatch urged the mayor and chief to reach out to diverse communities to broaden the pool of psychologists available.

When the city this year asked for bids, it received only two: from Corey, and another psychologist.

This time, Corey was chosen by a selection committee that consisted of: the mayor?s public safety aide; the police bureau?s internal affairs captain; a retired African-American police lieutenant who works security in City Hall; and two citizen members of the minority community, one from the Albina Ministerial Alliance.

Each was given a draft of the city?s bid request and asked to offer any suggested changes. One community member questioned whether it was a conflict of interest for the same psychologist to perform initial screenings of applicants and fitness-for-duty exams of current officers.

Corey, in an interview, said finding a person psychologically fit at one time doesn?t preclude finding the person unfit later.

By Feb. 26,, the council was poised to extend Corey?s contract for five years. The ordinance was on the council?s consent agenda, meaning there would be no council discussion or public comment.

But community activists raised strong objections.

???

Pastor T. Allen Bethel, chair of the Albina Ministerial Alliance, was disturbed there were only two bidders. He said alliance members would have alerted prospective psychologists if they had known bidding had started.

?We notice that Dr. Corey has had this contract for over 10 years,? Bethel told the council.

The mayor backed off and proposed extending the contract for six months through the end of August, which the council approved.

In September, another emergency ordinance went before the council. The bureau asked to extend Corey?s contract through Oct. 31, adding $20,000 to cover additional police psychological testing. Murray told commissioners that there were ?outstanding invoices to be paid? because the bureau had hired more officers. If the money wasn?t approved, the bureau couldn?t hire the recruits, Murray said.

Teresa Roberts, a citizen, addressed the council. ?I don?t understand the fast-tracking of crucial considerations like this,? Roberts said. ?In this economy, with so many people looking for jobs, to have only two qualified applicants ? it doesn?t make sense. It does not engender trust.?

Before awarding a long-term contract, Adams promised that the city would develop a new request for bids and appoint a new committee for selecting a police psychologist, with greater outreach.

?I?m using this mistake to consult with the feds on best practices,? Adams said. ?I want to figure out what the best way forward is.?

(AP) ? NFL great Lawrence Taylor, reliving a night to forget, admitted on Wednesday that he paid for sex with a "very, very pretty" prostitute in 2010 but denied accusations that he ignored obvious signs she was a teen runaway in distress.

Taylor, 53, told a Manhattan jury at a civil trial that he had a history of hiring women for "company" when on the road but didn't expect them to automatically have sex with him.

"I still like the chase," Taylor testified. But he added, "I like to stack the odds in my favor. ... I don't like to work too hard."

The former New York Giants linebacker was arrested in 2010 after having sex with the then-16-year-old girl in a hotel room in Montebello, just north of New York City. He's serving six months of probation after pleading guilty last year to misdemeanor charges of sexual misconduct and patronizing an underage prostitute.

His accuser, Cristina Fierro, claims that an abusive pimp forced her to have sex with Taylor for $300. She sued Taylor in federal court in Manhattan, claiming he should be held accountable.

The Brooklyn-born Fierro, 19, wept while testifying on Wednesday that a hulking Taylor refused to stop having sex with her, even after she told him it hurt and tried to push him away.

"I kept telling him I didn't want to be there," she said. "He's much bigger than me. I couldn't do anything."

Taylor, in his testimony, painted a much different picture, saying he was respectful to Fierro after a friend arranged for her to go to his room after midnight in the spring of 2010. During "chit chat," she told him she was 19 years old and Dominican, he said.

"I thought she was very, very pretty," he said. "I thought she was a cute girl. ... I thought she was very sexy."

He testified that he tried to perform oral sex on her but stopped when she resisted "because a lot of island girls don't like that."

But after that, "She didn't seem to have a problem," he said. "She didn't tell me to stop."

Taylor's lawyer has called Fierro's lawsuit, seeking unspecified compensatory and punitive damages, "a money grab" because of Taylor's fame.

Taylor, who lives in Broward County, Fla., led the Giants to Super Bowl titles in 1987 and 1991. He was elected to the Pro Football Hall of Fame and the NFL's 75th Anniversary All-Time Team.

The Associated Press doesn't normally publish the names of accusers in sexual-assault cases unless they agree to be named or identify themselves publicly, as Fierro has done.

Taylor was expected to resume testifying on Thursday.

Woods back in Asia, preparing for next stage

KUALA LUMPUR, Malaysia (AP) ? Tiger Woods has already rated 2012 as a good year.

He won't consider it a great year, because it's missing one essential ingredient ? a major victory ? but he's becoming more confident that 2013 can be.

"I've always said winning one major championship turns a good year into a great year," he said on Wednesday ahead of the CIMB Classic, his first event in Malaysia in 13 years. "We place so much emphasis on them. It's very similar to what tennis has with the Grand Slam events. Guys can have seven, eight, nine-win seasons, but if they don't win a Slam, it's not a great year.

"I remember playing back in '99; I had a really good run there, won a bunch of tournaments, but didn't win a major championship until the last one, the PGA. That all of a sudden changed the whole year."

Asked about the doping scandal involving Lance Armstrong, Woods said golf couldn't be compared with cycling, not only because it was more individual, but also because of its ingrained code of honor.

"This is a sport where we turn ourselves in on mistakes," he said. "A ball moves in the trees, the guys call penalties on themselves. I think that's one of the neat things about our game, and I think with the (anti-doping) testing, it's only enhanced that respectability throughout all of sport."

Woods is back at The Mines Resort and Golf Club for the first time since he won the individual and team titles at the 1999 World Cup.

That, by his standards, was one of many great years until his life and career spiraled out of control in 2009 because of a string of infidelities that led to the breakdown of his marriage.

His three wins on the PGA Tour this season have restored the confidence that was missing during his long title drought ? 27 starts in official tournaments ? and he says he's "absolutely" targeting more major titles to challenge Jack Nicklaus' record of 18. He's also got Sam Snead's record for most wins on the tour still in his sights. He moved into second place this year with his 74th win, eight shy of Snead.

"There are things that are certainly more important, and fatherhood is No. 1," he said. "Golf has always been a high priority in my life, but family has always been No. 1. So that hasn't changed. So, for me, I certainly want to break Jack's record and catch Snead's record. Those are all things that I would love to do ... but being the best father I can possibly be to my two great kids, that certainly is No. 1 in my life."

There's not a lot riding on the CIMB Classic for Woods, apart from the $1.3 million first prize and the chance to keep refining his game. It's a 48-man, no-cut tournament on the par 71, 6,917-yard course at The Mines that is co-sanctioned by the Asian Tour, though it is not an official event on the PGA Tour. Woods can still earn world ranking points.

After Malaysia, Woods will duel with Rory McIlroy in China on Monday before finishing his season in the exhibition World Challenge next month.

He said he had been improving with his driver, but still needed to work on that and other parts of his game.

"I'm excited about turning some of my weaknesses into strengths," he said. "I haven't driven very well in a very long time, and this year is probably the best I've driven in my entire career," he said. "But my iron game wasn't as sharp, and neither was my short game.

"Certainly I need to get my iron game back to where it used to be."

Plotters planned UK attack "bigger than 7/7"

LONDON (Reuters) - Three British men planned to carry out suicide bombings which could have been more devastating than the July 7, 2005 attacks in London, a court heard on Monday.

Fifty-one people died and over 700 were injured in co-ordinated suicide bombings on London underground trains and a bus by four British Islamists in the so-called 7/7 attacks.

Irfan Naseer, 31, Irfan Khalid and Ashik Ali, both 27, are accused of being central figures in the plot, jurors at Woolwich Crown Court were told.

"The police successfully disrupted a plan to commit an act or acts of terrorism on a scale potentially greater than the London bombings in July 2005 had it been allowed to run its course," said prosecutor Brian Altman.

"The defendants were proposing to detonate up to eight rucksack bombs in a suicide attack and/or to detonate bombs on timers in crowded areas in order to cause mass deaths and casualties.

"One of them even described a plan to cause another 9/11," he added, referring to the 2001 attacks in the United States.

All the men, from the city of Birmingham in central England, are accused of engaging in conduct in preparation of terrorist acts, which they deny.

Naseer is accused of five counts of the offence, Khalid four and Ali three, all between Christmas Day 2010 and September 2011. Nasser and Khalid are also accused of travelling to Pakistan for training in terrorism.

Virtues of the Virtual Autopsy [Slide Show]

Medical imaging offers new ways to examine the deceased

Hospitals are not performing as many autopsies as they used to. Many health institutions are wary of the procedures, which often reveal doctors' fatal mistakes. In most cases Medicare and private insurance do not reimburse autopsies, which means families have to pick up the tab. Compounding these issues are religious objections to opening a body after death.

Throughout medical history, however, autopsies have taught doctors and pathologists a great deal about how to improve their techniques. So some pathologists have explored whether medical imaging can make "virtual autopsies" a viable alternative to the traditional variety. Doctors can use magnetic resonance imaging (MRI) and computed tomography (CT) to generate detailed images of a body's internal structures without ever laying fingers on a scalpel. The conclusions so far are mixed: virtual autopsies are unlikely to ever fully replace traditional ones, but they do offer range of unique advantages. Virtual autopsies, for example, clearly reveal the contours of embedded objects like bullets and shrapnel, leave delicate tissues undisturbed?obviating the risk of destroying evidence for the cause of death?and circumvent religious objections.

In the accompanying slide show, you can view a selection of stunning postmortem images that Anders Persson and his colleagues produced with CT, MRI and ultrasound at the Center for Medical Image Science and Visualization (CMIV) in Sweden. The images depict the human skeleton, digestive tract, circulatory system and brain as well as the front end of a wild boar.

Tips On When And How To File For Personal Bankruptcy | Siben ...

TIP! It is possible to attempt to file bankruptcy and yet be denied, so you need to have a plan B in case that happens. If you are aware of the consequences prior to the denial happening, you will be mentally prepared for what could follow, such as car or home loss.

Frustration, fear, sadness and anger are among the emotions you may go through as you deal with a personal bankruptcy. Many live with the constant fear of being unable to repay their debts while also maintaining a decent standard of living. Overcoming this bad financial situation is definitely possible and you will read some helpful tips that will show you how.

TIP! Before you file for bankruptcy, you must commit to acting more responsible with your finances. Don?t go on a spending spree or increase your debt right before you file.

Keep at it! If you?ve had collateral, such as a car, electronics, or jewelry repossessed for non-payment, you might be able to recover the property when you file for bankruptcy. If your personal property was repossessed within 90 days before your bankruptcy filing, you may have a chance of getting it back. Consult with a lawyer who can help you along with filing the petition.

TIP! Don?t stop the the bankruptcy process if you find a job. Filing for personal bankruptcy may still be the best idea even in their current circumstances.

Think about other options before you file for bankruptcy. Perhaps credit counseling can resolve your issues. There are many non-profit debt counseling services available. They?ll talk to creditors and strive to get both your payments and interest rates lowered. You make your monthly payments to the credit counselors, and they pay the money to each creditor.

TIP! Realize that bankruptcy, ultimately, might be better for your credit than continuing to make late payments or miss payments on your debt. Bankruptcy can be seen on your credit history for 10 years, but you can begin repairing the damage immediately.

Don?t take too long when trying to decide whether you want to file bankruptcy. Filing for bankruptcy is a hard decision to make but if you wait too long, your situation will get worse. The time to seek out professional advice on bankruptcy is as early as possible. Your financial situation will get complex very quickly, so wise counsel is more valuable the earlier you get it.

TIP! Don?t pay tax requirements with your credit cards with the thought of starting the bankruptcy process afterward, without doing your research first. In most states, this debt won?t be discharged, and you could end up owing the IRS a whole lot more.

Filing for bankruptcy is a big black mark on your credit history, so make sure that it is the only option left open to you. Many companies can work on getting your debt lowered, or create am affordable payment plan. This can not only save you some money, it will improve your credit score too. Explore the option of a consolidation loan for your debts before filing.

TIP! Engage in due diligence before you act. If you decide to file your bankruptcy petition without the assistance of an attorney, educate yourself on the rules.

Don?t delay a personal bankruptcy filing if it?s unavoidable. Once you have decided that you need to file bankruptcy, it is best to get on with it. Delaying the process will only add to your anxieties, and your financial position can get worse, too. Once the decision has been made, remain decisive and avoid wavering. When you file sooner, you?ll do a lot better.

TIP! Seek a less serious option prior to filing for bankruptcy. If your debts are really not overwhelming, you may find the assistance you need by consulting a consumer credit counselor.

One common contributing factor for bankruptcy is the financial consequences of filing for divorce, so make sure to consider your plans carefully. A lot of individuals get a divorce and file for bankruptcy immediately because they did not plan for the troubles that they will be experiencing financially. You should make every effort to attempt a fix.

TIP! Make sure your home is safe. Bankruptcy doesn?t always mean you?ll lose your home.

Know that declaring bankruptcy doesn?t always mean that all of your debts will be eliminated. You can pay off a portion of your debts after restructuring them by filing under Chapter 13. Chapter 13 bankruptcy allows those who have more steady income to manage their debt without the perceived irresponsibility of filing for Chapter 7 bankruptcy. A Chapter 13 bankruptcy is a good way to offer creditors at least partial payment while still obtaining significant financial relief.

TIP! Be decisive at the correct moment in time. Timing is critical, particularly when it comes to filing for bankruptcy.

Now after reading the above article, you should be aware of the many options that can help you once you file for bankruptcy. It can be daunting, but you can do it. Using these tips will allow you to get through this process with ease

Social Network Marketing Is Vital In The Modern World

Many people make financial decisions today after carrying out research on the web. In many cases, they'll look at the sites of major or well-known bank directly, and then in other cases, they'll search for banks that provide the best interest rates, certain account characteristics and more. If potential banking clients are not able to find the information and facts they are looking for on your banks website, there is a strong probability that the possible client will go to other bank's websites rather than call you directly for more information. With an improved bank marketing strategy, however, you are able to enhance the experience your prospective customers enjoy on the net.

Relevance Marketing

The truth is a significant amount of push marketing initiatives are not successful. Consumers typically don't absorb details about services, features and more your bank offers while they are not actually trying to find that information. If they seek out certain information, however, you want to make sure that they find the details about your organization that they are looking for. Website management services that incorporate relevance marketing can strengthen your marketing efforts in this manner in order to ensure your marketing initiatives are targeted, pertinent and useful at the times when your prospects are looking for that information.

Engagement Marketing

Your potential prospects want a different sort of internet banking experience today, which means your bank marketing strategy needs to account for that. Engagement marketing is a method of marketing that allows you to make full use of all of the benefits and advantages that the Web has to offer, and it allows you to interact with your potential customers in a targeted way that is often helpful to them. It is not necessarily enough to send out postcards and letters. Rather, you need to engage consumers with your marketing message.

Social Network Marketing

Social networks are very popular these days, so your bank must be using social network marketing in its bank marketing strategy. Millions of people use different social media sites to maintain personal and professional relationships as well as to learn more about different products, services and more. By establishing a awareness on these websites, you can market to consumers where they hang out in a social setting.

Some marketing firms provide a wide range of services, however when you are in the financial sector, you want to make use of a bank marketing firm that specializes in the financial niche. With the selection of the right marketing firm together with a sound marketing strategy and quality website management services, you can increase profits in your bank.

As EU basks in peace prize, separatists on rise

Historic world port and fashionista capital, Antwerp has always lived on the crest of the wave. Now, a separatist party heading into municipal elections Sunday wants to use the city as a base for breaking away from Belgium ? putting it at the forefront of a European breakaway trend just as the EU celebrates winning the Nobel Peace Prize for fostering continental unity.

Moves toward separatism have been getting a bigger these past months as the economic crisis pushes people faster toward stark choices on nationhood and their future. It is no different in Spain's Catalonia, another wealthy region grousing that it has to pay for others in its crisis-hit country.

Scotland, too, is looking at the option of going its own way, making the United Kingdom a little less united.

Two days after the European Union won the Peace Prize for bridging ties between former enemies, Belgium holds municipal elections in which separatists hope to pick up city halls across Dutch-speaking northern Flanders. Bart De Wever, the leader of a Flemish separatist party, is running for mayor of wealthy Antwerp and has been perennially at odds with ailing French-speaking Wallonia.

If elected, De Wever plans to use city hall as a platform for the 2014 national election and an even more ambitious program of separatism.

By that time, he says, he will be counting on a "democratic revolt" at the polls.

De Wever's NV-A party already surged in the 2010 national elections, and was the main reason why Belgium had the longest period without a government on record ? at 541 days. Coalition-building was paralyzed as the separatists sought concessions to give Flanders as much autonomy as possible.

It didn't work out and De Wever ended up in opposition facing French-speaking socialist Prime Minister Elio Di Rupo, a staunch defender of the Belgian nation-state. But De Wever is the frontrunner in Sunday's Antwerp vote, and his party is likely to surge across Flanders, polls have shown.

For De Wever, the municipal elections are not primarily about parking spots or ring-roads. They are about the fate of the 6 million Flemings in the kingdom of 11 million, and he chides Di Rupo for imposing too many taxes, sapping too much money from Flanders.

"Little by little, the Flemings don't take that anymore and they are worried about their wealth," De Wever said.

The city is still dripping with exterior signs of wealth, though. The Antwerp fashion designers have turned the historic center into a magnet of conspicuous consumption, its gothic and baroque landmarks are examples of sumptuous renovation, its MAS museum an icon of contemporary design, and its famous port is still thriving.

Separatism is also rife in Spain ? a country at the center of Europe's crisis with a youth unemployment rate of more than 50 percent.

While De Wever was making reasoned arguments in a political debate last Sunday, the 98,000-capacity Camp Nou of FC Barcelona was already a scene of seething Catalan foment for the famed encounter against Real Madrid.

Real Madrid is still identified with the unified Spanish state and was met with a mosaic of color cards forming the red-and-yellow stripes of Catalonia's "la senyera" flag. At one stage during the match, incessant collective shouts of "Independence!" cascaded down the stands as fans waved the pro-independence "estelada" flag.

Last month, 1.5 million Catalans took to the streets in Barcelona to call for a separate state in the biggest march since the 1970s. Catalonia's regional government voted on Sept. 27 to hold a referendum on Catalonia's self-determination at a date still yet to be set. The Spanish government says this would be unconstitutional.

Spanish prime minister Mariano Rajoy said on Tuesday that those seeking independence for Spain are making "a mistake of colossal proportions."

But Rajoy, like many of his fellow European leaders, is in a bind: National governments have had both to cede power to the supranational EU and to regions demanding greater autonomy and local accountability.

"People are anxious because the European Union seems far away," said Prof. Hendrik Vos, head of Ghent University's Center for EU Studies. "That is why there is this yearning to keep things close."

And local control has become ever more important for rich pockets of Europe.

"Those regions say how hard they had to work for their wealth," Vos said, "and they don't want to throw it away or share with the rest of the EU."

Are Bobbi Kristina and Nick Gordon Really Engaged? - UsMagazine ...

It's time to fess up, Bobbi Kristina Brown.

In a sneak preview from Lifetime's forthcoming reality series, The Houstons: On Our Own, the 19-year-old nervously tells her family members she is "engaged" to Nick Gordon. (Whitney Houston informally adopted Gordon when he was 12 years old; the singer passed away suddenly in Beverly Hills on February 11, 2012.)

PHOTOS: Bobbi Kristina's childhood

A rep for Bobbi Kristina later told CNN the unofficial siblings aren't engaged, but added, "You have to watch the show!"

PHOTOS: Stars who wed too young

Bobbi Kristina has yet to address the rumored engagement herself via Twitter, but she continued to fuel rumors when she and Gordon attended "We Will Always Love You: A Grammy Salute to Whitney Houston" at the Nokia Theatre in L.A. October 11. Rocking a red mini-dress, Bobbi Kristina wore an exceptionally large diamond ring on her engagement finger.

Though the couple is still together, the status of their relationship is unclear. Brown's aunt, Pat Houston, recently described their relationship as a "very, very strong friendship" in an interview with ABC News.

"A lot of teenagers, when they hit 18, they think they're grown," Pat explained. "They think they know it all -- they think they know about relationships. You just have to be there to navigate and guide them. You have to hope that their feelings will not get hurt, but they will."

The Houstons: On Our Own premieres October 24 at 9 p.m. EST on Lifetime.

Brewers' Rodriguez arrested last month at his home

(AP) ? A prosecutor says Milwaukee Brewers reliever Francisco Rodriguez was arrested last month on a domestic violence complaint involving his girlfriend.

Waukesha County District Attorney Brad Schimel said in an email Saturday that Rodriguez has not been charged and that any possible charges would be misdemeanors.

Schimel says deputies arrested Rodriguez at his Town of Wales home early Sept. 18 after responding to a 911 call from his girlfriend, with whom he lives and has a child. He says Rodriguez was booked and released on bond.

The prosecutor says Rodriguez is accused of "physical abuse." He says he can't comment further because charges haven't been filed.

A Brewers spokesman said in an email it would be premature to comment since charges haven't been filed.

While with the New York Mets, Rodriguez pleaded guilty in 2010 to attempted assault after allegedly attacking his girlfriend's father. He was sent to anger management classes.

U.S. defense chief says pre-emptive action possible over cyber threat

WASHINGTON (Reuters) - The U.S. military could act pre-emptively if it detects an imminent threat of cyber attack, U.S. Defense Secretary Leon Panetta said on Thursday, urging stronger action to bolster America's defenses against such plots.

In what was described by U.S. officials as the first major policy speech on cyber security by a defense secretary, Panetta lamented under-investment by America's private sector and political gridlock in Washington that he said stymied cyber security legislation. He said a presidential executive order was being considered "while we wait for Congress to act."

Addressing a gathering of business leaders in New York, Panetta warned that unnamed foreign actors were targeting computer control systems that operate chemical, electricity and water plants and those that guide transportation.

"We know of specific instances where intruders have successfully gained access to these control systems. We also know that they are seeking to create advanced tools to attack these systems and cause panic, and destruction, and even the loss of life," Panetta said.

Aggressors could derail passenger trains, contaminate the water supply or shut down the power grid in much of the country, he said.

Still, he cautioned the gathering of the Business Executives for National Security that although awareness of the threat in America's private sector had grown, "the reality is that too few companies have invested in even basic cyber security."

To underscore the degree of concern, Panetta pointed to the August cyber attack on Saudi Arabian state oil company, ARAMCO, blamed on the "Shamoon" virus, and a similar one days later that struck Qatar's natural gas firm, Rasgas.

"All told, the Shamoon virus was probably the most destructive attack that the private sector has seen to date," he said.

Panetta called the "Shamoon" virus sophisticated and noted that in Saudi Arabia it replaced crucial system files with an image of a burning U.S. flag.

"More than 30,000 computers that it infected (at ARAMCO) were rendered useless, and had to be replaced," he said.

He also pointed to recent denial-of-service attacks on major U.S. banks, which delayed or disrupted services on customer websites.

One U.S. official, briefing reporters before the speech on condition of anonymity, said the United States knew who carried out the attacks cited in Panetta's speech, but declined to disclose that information.

TRACKING CYBER ATTACKERS

The United States has long been concerned about cyber warfare capabilities in China, Russia and increasingly from Iran. But one problem has been the difficulty in knowing with certainty where a cyber attack hails from - making potential retaliation difficult.

Panetta said the United States had made significant investments in cyber forensics to address that problem "and we are seeing returns on those investments."

"Potential aggressors should be aware that the United States has the capacity to locate them and to hold them accountable for actions that may try to harm America," Panetta said, adding the Pentagon was finalizing the most comprehensive change to the rules of engagement in cyberspace in seven years.

He said that the Department of Defense had a mission to defend the country and would be ready to respond to attacks - or even the emergence of a concrete threat. Such pre-emptive action would occur only under certain, dire scenarios, he said.

"If we detect an imminent threat of attack that will cause significant physical destruction in the United States or kill American citizens, we need to have the option to take action against those who would attack us," he said.

keep it simple, keep it fresh: thoughts on home

If you were to ask me in the beginning of my marriage about what makes a home I would've told you that it was all about reaching a certain level of martha stewart type of perfection. While I credit her for teaching me the joys of living a beautiful life I also know that I took it all way to seriously.

As I've grown older I've learned a few things. I find that I LOVE being 40! I would never EVER go back to my younger years. I like being more grounded and maybe even being able to relax a little bit about crumbs on the floor.

Three years ago I started a garden. Just that alone has changed my life! I never knew that carrots were so sweet and fragrant and so much better tasting from the garden than from the grocery store. I take such pride in picking things from my garden that I've started from seed. I now know that your hands smell amazing after picking tomatoes and that rosemary adds the warmest and most amazing flavor to roasted chicken and pot roast. And if you pick fresh basil with your tomatoes the scent is intoxicating together! It's no wonder that the flavors blend so beautifully in a caprese salad! As I learn more and more I find myself attracted to seasonal eating- enjoying tomatoes and green beans during the summer and parsnips and potatoes in the winter. The more I learn the more in love with it all I become!

And then there's the kitchen. My FAVORITE thing in the whole world to do in the fall when the evenings are dark is to have the whole house tidy and picked up before my family gets home. I'm not saying perfect- just tidy. Then I enjoy having something simmering on the stove that makes that house smell warm and inviting- like when I was a kid, or like I remember my grandma's house being. I buy big bags of tea lights from IKEA whenever I'm there and put them into all sorts of glass containers around the house before everyone gets home. Then I make sure to have french cafe radio, kari jobe radio, or hawaiian music radio playing on pandora as my background music. I try to have everything done as much as possible so that I can greet my family with big hugs and kisses as they each get home. While I finish dinner the girls sit at the bar and do their homework. Then we sit together as a family to enjoy our dinner together as much as possible and my girls talk our ears off- especially our youngest!

The other thing I LOVE and I mean ADORE is making a cozy home. We live where it's grey and drizzly all the time so I really am attracted to anything cozy. I pile layers of furry pillows and thick, nubby blankets into the living room and during the summer we added a gas fireplace which is a dream all its own! In my dream world I have time to sit by that cozy fire and enjoy a book. Unfortunately that rarely happens but I still want it to!!

After the kids go to bed my husband and I crash in front of the t.v. We have all of our favorite shows on the DVR which we enjoy together. Ha! Who am I kidding! My husband enjoys them wall I'm sound asleep!

We live a very simple life but I've found that's what makes me happiest. That's all that I can handle. Life is ugly enough out there and I want my home to be a safe refuge for the people I love. Pin It

Why Shelters Should Adopt Out Black Cats at Halloween - Harrison ...

Every year I see big discussions from shelters about closing down their black cat adoptions near and on Halloween.

Halloween and black cats....sigh.?Well, we do things differently at Pets Alive Westchester!

We will be promoting cats on Halloween for $31 and black cats for $13 (all black cats over 1-year-old). People started telling us all about the Satanic cults out there that adopt to kill the animals. Many shelters won?t adopt out cats at ALL during the ENTIRE MONTH OF OCTOBER!! I want to shake these people. I presented a scenario.

Please review:

It is two days before Halloween. An elderly woman walks in. She lost her cat a few weeks ago. He was 21-years-old and she had him almost his whole life. She is heart broken. She did everything she could for him and she shows you pictures as she cries. She decided that she needs another cat in her life, life is not the same without one, and since she is older she is looking to adopt a senior cat. You show her your cat rooms and you watch as she wanders from cat to cat, room to room, petting and cooing softly to the cats. After some time, she decides on the cat that has captured her heart. It is Shadow. A black cat. So you go out and tell her to come back in a month or pick a different cat.

Does this make sense to anyone? Really? Because it is close to Halloween and Shadow is a black cat she must be denied. Shelter policy.?HELLO??? HELLO? Does anyone see a HUGE disconnect here?

These sort of archaic policies need to be put to bed and left there. EVERY adoption, every person goes through the SAME process, whether it is Halloween, or Christmas or Easter.

The holiday does NOT change that if you have common sense and if your adoption team is decent and educated. If a woman came in dressed as a witch and said she wanted to adopt a black cat, any black cat, it didn?t matter ? would you give HER one? Or a 15-year-old boy? No, but they would fail for OTHER reasons having nothing to do with the holiday.

The first person because we don?t adopt ?ANY? animal to ?ANYONE."

We wait to see a connection and love blossoming on the face and a healthy interaction between person and pet. That woman that just wanted ?any cat? wouldn?t pass that. And the 15-year-old boy? Well, he has to be 21, so he fails automatically.

Additionally animals being harmed at Halloween is mostly a myth. Does it still happen? Sure, just like it does every OTHER day of the week. If we see animals that were tortured on Dec. 20 do we say it was a result of the Christmas holiday? In April is it a result of Arbor Day? No, but if it happens anywhere in October it is attributed to Halloween.

I have spent considerable time this week researching the number of animal torture, mutilation and abuse cases in the course of a year. Know what I found? That October does NOT show a higher percentage of these at all. The media just HIGHLIGHTS it more. The media also continues to do ?Keeping your pet safe on Halloween? stories every single year, but yet statistics show that there are no increased cases of this.

In fact more animals are injured, lost or traumatized during July 4!

But I worked in media at one point and it was always an assignment every year. Halloween and protecting animals. We never thought to question it, just pulled up archaic stories and gave out tips. People ? let these die, they aren?t real. But shelters use these stories to ?protect? their animals from adoption.

In 1996 a news crew did an intensive study around Halloween to see if any more animals were harmed THEN, than any other time. Result? No. No increase or stories of any cruelty to any animals. And really, let?s face it?do people intent on harming animals need to come to a shelter, give their drivers license and ID, home address and phone numbers, vet information, personal references, and pay an adoption fee to get a cat?

Umm, no, you can walk outside most supermarkets and adopt a kitten or go to any feral cat community and trap one. People are not coming to us, knowing we will be doing follow up calls to check on the pets in a few days and then again in a few weeks, and handing over all this personal information so they can mutilate the animals.

If it isn?t logical and it doesn?t make sense, then it probably isn?t a real threat.

So the bottom line is this. We love our animals. ALL of them. We are careful with EVERY adoption. Holidays and every day of the week or month. We constantly try to find good homes, we constantly try to market our animals better and we constantly try to save more lives. We are always on the side of the animals.

We always will be.

So shelters please stop denying your animals home. Trust your adoption staff. Let your black cats go home.
