Tesla announces new service details, unconditional warranty for Model S battery

Tesla CEO Elon Musk talked a bit about his goals for expanded service options in his interview with us earlier this month, and he's today detailed some of those options that the company is ready to roll out. That includes one perk that's been mentioned previously: the ability to get a Model S loaner to tide you over when you have to turn your car in for service. What's more, that loaner will be a top-of-the-line Model S regardless of the car you turn in (there's a fleet of 85 to start with, each with valet service to your location), and customers in "most markets" can also opt to get a Tesla Roadster as a loaner if they'd prefer to try out something sportier. Musk further explains that customers can even choose to keep that loaner car if they like it better, and simply pay the difference.

Beyond that, Tesla is now making annual checkups entirely optional, meaning that your warranty will still be valid for the full term even if you never take your car in. And rounding things out is what Tesla describes as an "unconditional warranty" on Model S batteries, which will let owners get a factory reconditioned unit as a replacement even in the case of user error. Forced exercise may still protect against anxiety and stress

Apr. 25, 2013 ? Being forced to exercise may still help reduce anxiety and depression just as exercising voluntarily does, according to a new study by researchers at the University of Colorado Boulder.

Past studies have shown that people who exercise are more protected against stress-related disorders. And scientists know that the perception of control can benefit a person's mental health. But it has been an open question whether a person who feels forced to exercise, eliminating the perception of control, would still reap the anxiety-fighting benefits of the exercise.

People who may feel forced to exercise could include high school, college and professional athletes, members of the military or those who have been prescribed an exercise regimen by their doctors, said Benjamin Greenwood, an assistant research professor in CU-Boulder's Department of Integrative Physiology.

"If exercise is forced, will it still produce mental health benefits?" Greenwood asked. "It's obvious that forced exercise will still produce peripheral physiological benefits. But will it produce benefits to anxiety and depression?"

To seek an answer to the question Greenwood and his colleagues, including Monika Fleshner, a professor in the same department, designed a lab experiment using rats. During a six-week period, some rats remained sedentary, while others exercised by running on a wheel.

The rats that exercised were divided into two groups that ran a roughly equal amount of time. One group ran whenever it chose to, while the other group ran on mechanized wheels that rotated according to a predetermined schedule. For the study, the motorized wheels turned on at speeds and for periods of time that mimicked the average pattern of exercise chosen by the rats that voluntarily exercised.

After six weeks, the rats were exposed to a laboratory stressor before testing their anxiety levels the following day. The anxiety was quantified by measuring how long the rats froze, a phenomenon similar to a deer in the headlights, when they were put in an environment they had been conditioned to fear. The longer the freezing time, the greater the residual anxiety from being stressed the previous day. For comparison, some rats were also tested for anxiety without being stressed the day before.

"Regardless of whether the rats chose to run or were forced to run they were protected against stress and anxiety," said Greenwood, lead author of the study appearing in the European Journal of Neuroscience in February. The sedentary rats froze for longer periods of time than any of the active rats.

"The implications are that humans who perceive exercise as being forced -- perhaps including those who feel like they have to exercise for health reasons -- are maybe still going to get the benefits in terms of reducing anxiety and depression," he said.

Other CU-Boulder authors include Katie Spence, Danielle Crevling, Peter Clark and Wendy Craig. All the authors are members of Monika Fleshner's Stress Physiology Laboratory in the Department of Integrative Physiology.

The research was funded by the National Institutes of Mental Health and the Defense Advanced Research Projects Agency.

Congress approves bill to end delays in flights

(AP) ? Congress hurried to approve legislation Friday that will end the furloughs of air traffic controllers that have delayed hundreds of flights daily, infuriating travelers and causing political headaches for lawmakers.

The House approved the measure on a 361-41 vote, a day after the Senate agreed to the bill. Friday's vote came as lawmakers prepared to leave town for a weeklong spring recess, a break that would have been less pleasant if they were confronted by constituents upset over travel delays.

Republicans accused the Obama administration of purposely furloughing controllers to pressure Congress to replace $85 billion in across-the-board spending cuts ? known as the sequester ? that took effect last month at government agencies.

"The administration has played shameful politics with the sequester at the cost of hard-working American families," said Rep. Tom Latham, R-Iowa.

The White House and Democrats have argued that by law, the administration has little room to decide where the cuts fall. They want Congress to work on legislation lifting all of the cuts, which lawmakers noted have also caused reductions in Head Start preschool programs, benefits for the long-term unemployed and medical research.

White House press secretary Jay Carney said the president would sign the new bill, but he added, "The problem is this is just a Band-Aid solution."

During House debate, House Minority Leader Nancy Pelosi, D-Calif., had a similar complaint.

"How can we sit there and say, 'Four million Meals on Wheels for seniors, gone, but that's not important. Over 70,000 children off Head Start, but that's not important," Pelosi said.

The Federal Aviation Administration has furloughed the controllers as part of the government-wide reductions. The bill would let the FAA use up to $253 million from airport improvement and other accounts to end the furloughs through the Sept. 30 end of the federal fiscal year.

In addition to restoring full staffing by controllers, the available funds can be used for other FAA operations, including preventing the closure of small airport towers around the country. The FAA had said it would shut the facilities to meet its share of the spending cuts.

The FAA said there had been at least 863 flights delayed on Wednesday "attributable to staffing reductions resulting from the furlough."

Administration officials participated in the negotiations that led to the deal and evidently registered no objections.

Sen. Susan Collins, R-Maine, a key participant in the talks, said the legislation would "prevent what otherwise would have been intolerable delays in the air travel system, inconveniencing travelers and hurting the economy."

Senate approval Thursday night followed several hours of pressure-filled, closed-door negotiations, and came after most senators had departed the Capitol on the assumption that the talks had fallen short.

For the White House and Senate Democrats, the discussions on legislation relating to one relatively small slice of the $85 billion in spending cuts marked a shift in position in a long-running struggle with Republicans over budget issues. Similarly, the turn of events marked at least modest vindication of a decision by the House GOP last winter to finesse some budget struggles in order to focus public attention on the across-the-board cuts in hopes they would gain leverage over President Barack Obama.

The Professional Aviation Safety Specialists, a union that represents FAA employees, reported a number of incidents it said were due to the furloughs.

In one case, it said several flights headed for Long Island MacArthur Airport in New York were diverted on Wednesday when a piece of equipment failed. "While the policy for this equipment is immediate restoral, due to sequestration and furloughs it was changed to next-day restoral," the union said.

The airlines, too, had pressed Congress to restore the FAA to full staffing.

In an interview Wednesday, Robert Isom, chief operations officer of US Airways, said, "In the airline business, you try to eliminate uncertainty. Some factors you can't control, like weather. It (the FAA issue) is worse than the weather."

In a shift, first the White House and then senior Democratic lawmakers signaled a willingness in the past two days to support legislation that alleviates the budget crunch at the FAA, while leaving the balance of the $85 billion to remain in effect.

Obama favors a comprehensive agreement that replaces the entire $85 billion in across-the-board cuts as part of a broader deficit-reduction deal that includes higher taxes and spending cuts.

Officials estimate it would cost slightly more than $200 million to restore air traffic controllers to full staffing, and an additional $50 million to keep open smaller air traffic towers around the country that the FAA has proposed closing.

Volvo sees signs of upturn after Q1 earnings miss

STOCKHOLM (Reuters) - World number two truck maker Volvo posted a surprise rise in orders intake on Thursday amid signs key markets were pulling out of a deep slump that pushed its earnings to a deeper-than-expected fall in the first quarter.

After a year of slumping demand for commercial vehicles, there are tentative signs that activity in the hardest-hit region, Europe, has bottomed out, though only Latin America among major truck markets is yet showing any solid growth.

Volvo, the dominant global player in the industry alongside Germany's Daimler , said order bookings of its trucks rose in several of its key markets to support a group-wide increase of 30 percent compared to the fourth quarter.

"That being said, the second quarter of 2013 will pose a challenge for us and our suppliers, with respect to the changeover to new products and the ramp-up of the industrial system to higher volumes," CEO Olof Persson said in a statement.

The Gothenburg-based company left unchanged its full-year outlook for roughly flat European and North American truck markets this year as well as its forecast for a 20 percent growth in Brazil driven by government subsidies.

The week had already seen cautious optimism spread across the truck industry after Volvo's domestic rival Scania rolled out a 28 percent rise in order intake and Daimler Trucks forecast a slight rise in 2013 sales.

Volvo, which unlike Scania sells into a currently sluggish U.S. market, said order bookings of its trucks rose 11 percent year-on-year in the first quarter compared to the 15 percent fall seen by analysts in a Reuters poll.

But while a recovery may be just over the horizon, for now the slack demand is weighing heavily on truck industry earnings. Volvo said its profit was hit as sales volumes slumped to their lowest level since the height of the 2008/2009 financial crisis.

Volvo, which makes heavy-duty trucks under the Renault, Mack, UD Trucks and Eicher brands as well as its own name, suffered a 92 percent fall in first-quarter operating earnings compared to the 2.02 billion seen in a Reuters poll of analysts.
